Residents Permits – Parking.Brussels

As Program Manager for ParKKing, I lead the end-to-end delivery of the Residents Permits card system for Parking.Brussels — a complex, multi-stakeholder program spanning multiple organizations, from software development teams to executive leadership at CEO and General Manager level.

What I delivered

  • Managing full program delivery across both the technical and operational workstreams — ensuring alignment between development, operations, and the client
  • Coordinating a wide stakeholder landscape spanning multiple companies, from engineers and architects to C-level executives and public sector decision-makers
  • Owning program governance: planning, risk management, status reporting, and escalation across all involved parties
  • Bridging technical delivery with operational readiness — ensuring the solution is not just built, but deployable, supportable, and fit for purpose
  • Maintaining momentum and clarity in a complex public sector environment where timelines, compliance, and stakeholder expectations must all be managed in parallel

02 Engineering Manager & Product Leader
2018 – 2024

4411 Parking App

Over nearly six years at 4411 – Parking and Mobility, I grew from Engineering Manager to Product and Program Leader, taking end-to-end ownership of the 4411 B2C Parking App — the largest parking app in the Benelux.

What I delivered

  • Led the engineering team responsible for building and maintaining the 4411 app across iOS, Android, and web — serving hundreds of thousands of active users across Belgium, the Netherlands, and Luxembourg
  • Drove the product roadmap as Offering Manager: defining features, prioritizing development, and aligning delivery with commercial objectives
  • Transitioned into Program Manager, overseeing cross-functional delivery programs including platform migrations, partnership integrations, and major feature releases
  • Built and scaled the engineering organization: hiring, structuring teams, and introducing agile ways of working to increase delivery speed and quality
  • Maintained platform reliability and performance at Benelux scale, with a focus on uptime, user experience, and operational continuity

03 Technical Infrastructure Lead

Belgian Tolling Platform

As Technical Infrastructure Lead, I was responsible for designing and building the complete infrastructure of a national-scale tolling platform in Belgium — from the ground up, in production, under strict reliability and compliance requirements.

What I delivered

  • Designed and implemented the full cloud infrastructure architecture for a high-availability, mission-critical tolling system
  • Introduced a microservices architecture to decompose a complex domain into independently deployable, scalable services
  • Set up and managed Kubernetes clusters for container orchestration — enabling zero-downtime deployments and automated scaling
  • Built infrastructure-as-code pipelines using Terraform and Ansible, ensuring repeatable, auditable environments
  • Established CI/CD workflows to accelerate delivery while maintaining the reliability standards required for national infrastructure
